Almost 6,000 people in Iowa and Minnesota are missing out on free money. The IRS has been unable to deliver economic stimulus and tax refund checks to a number of people. In Iowa, nearly 2100 people haven't gotten their checks. That totals well over a million dollars, and includes 21 people in mason city alone. Minnesota is sitting on almost 3900 undelivered checks.
