Forest City, IA-Nationwide house construction continues to be down. Last month, numbers dipped to second lowest mark in a half century. The biggest decline is in the midwest.

Two years ago, Mary Farrus bought 56 lots sub division. From the start her sales have been right on track, until now.

Farrus says it's been a tough year to be in the housing business. The market is facing historic lows.

"People are genuinely frighten and rightfully so, we haven't seen and economic situation like this," said Farrus.

But she is seeing a "silver lining".

"We forget there is a lot of people that are secure in their jobs," said Farrus.

In order to set people to build, Farrus says there are many incentives. She says there are community grants and interest rates lower than five percent.

"Wow we may not see those rates for 25 to 30 years," said Farrus.

The developer says it really is a buyers and builders market.

"Maybe not the best time in the economy but good time to take advantage of things available," said Farrus.

As we move into to spring, Farrus is confident the housing market will start to bloom. She says it's all about your mindset.

"A lot of times scared is worse than the facts and if we let ourselves be so frighten we create almost what we don't want to happen," said Farrus.
